Found this an the Philippines page in father-in-laws book.

Any Ideas?

Looks like a post office seal similar to those used in the US.

I think that, as usual, James is right.
The translation is: "Local Post Office, Closed and sealed by the PO branch"

The stamp is an official seal not listed in Scott US Specialized.
So it is either it was local in nature or used after Philippine Independence.

Does anyone else see an eagle and a snake in the vignette? If so, that would make it Mexico, in all likelihood.

As an aside, the text pretty much exactly matches other Mexican official seals. (Though, admittedly, there probably aren't that many different ways of saying the same thing.)

It is from Mexico, But the ebay seller is wrong about it being revenue stamp.
This is an Official mail seal.
