In France the APL is a housing benefit scheme set up in 1977, I guess this is could be a revenue stamp used for that. The "86" possibly being the year the stamp is valid for?

Interesting and knowledgeable bite there David,
you may be on to something.

Paper looks very much like the early/post war French carton paper
so I was thinking 1940's perhaps a vending machine stamp.
