The "post-local" stamps are not recognized by the U.P.U. These stamps are only made to be collected, not to be mailed because they have no official postal value.
I did not know about the UPU until yesterday and now UPU is controlling my life!

A partial sheet (only have the bottom half) of a 1994 UN (Vienna) se-tenant set for the International Decade for Natural Disaster Reduction (there's a mouthful).

True "se-tenant": two or more stamps of different (sometimes composite) design, printed on a multiple base on the same sheet. UK 1973.

The Many-coloured Fruit-Dove are primarily found in large mature forest areas in the south-western Pacific - Samoa, Fiji and Tonga - where lowland tropical and sub-tropical forests provide a natural habitat. These birds feed predominantly on fruit and berries found in the high canopy and are partial to figs and also the fruit of the banyan tree. The Many-coloured Fruit-Dove are very protective of their feeding areas. The nest is a small platform of twigs where one white egg is laid.
