In 1919, Austrian stamps began being inscribed 'Deutsch-Osterreich.' This is because it was an understanding of both the German and Austrian governments of the day that Austria would become part of Germany in the immediate future. At this stage, Austria did not think it could have a viable existence as a separate entity and saw its future as bound up with that of the rest of the German nation.

However, the nasty Allies forbade this and imposed 'independence' (sic) on Austria under the terms of the Treaty of Saint-Germain-en-Laye. As Alexander Cadogan of the British Foreign Office admitted in an entry in his private diaries that he made at the time of the Anschluss in 1938, England had only insisted on Austrian 'independence' to spite Germany.

Once it was realised that Austria would never be allowed to become part of Germany, the decision was made to remove the 'Deutsch' in 1922; stamps inscribed 'Deutsch-Oesterreich' were declared invalid. (This is why so many mint copies of all but the very highest values are in existence.)

In an important sequel, Austria and Germany tried to form a customs union in 1931. Even this was too much for the French, and they precipitated the banking crash that made the Depression far worse in Germany and Austria than anywhere else in Europe as a kind of punishment.

wert,
your stamp is wearing a petasos, a sun hat the ancient Greeks
were wearing. It was considered characteristic of rural people.

He is Mercury. For some reason (one which I'm sure someone here knows ) was a common presence on Austrias newspaper stamps.

This one's a little worse for wear.
