Yes, that is correct.

The cancel date is smudged, so I cannot determine that. But it looks like in the 1920's. The month is definitely February.

You have the Bradbury Wilkinson printing (see the little brown dot in the top margin, near the middle of the top margin). These were released around December of 1918. The possible SG catalog numbers are 413a-415a (you will have to do the color ID).

My SG catalog is very old and doesn't list any reverse watermarks for the Bradbury Wilkinson printings. They are listed for the original De La Rue printings. Based on that, a reasonable estimate would be VERY roughly 2x the catalog price for normal watermark.

Waterlow and De La Rue printings should measure exactly 22mm in height (top to bottom). Bradbury Wilkinson printings should measure 22.75 or 23mm, top to bottom, "due to the use of curved plates." The dot that k mentioned should appear on most 22.75mm examples.

thanks for all the info, guess I have a lot to learn....
a note on the colour,im unable to make the desicion,is there any chance of it being 415a b major re-entry?
only im guessing a re-entry is to re-engrave the plate/s which would be done later in a run?
or is that not how it works?

thanks again

That oval postmark should be a "registered" postmark, I think.
the bottom part that reveals the PO is smudged
but looks something like "station" perhaps London EC4
Here is Registered Liverpool
