I would say your stamp is a Montreal printing of the 3c small queen, which is on poor quality paper, hence the poor transfer of ink.

Is that a US cancel by chance? Don't recall many Canadian cancels with that chain link sorta look. Other than that I agree with above-- They went as cheap as they could for a few years on these issues and between that color changing for all sorts of reasons and the paper on some was junk.

It is an odd cancel. Perhaps it is a revenue cancel? Maybe a crown in the center and "QUE." for Quebec at the bottom?

I was thinking of an revenue cancellation too. The stamp may have been used as a receipt on a cheque (check) ?
