Tanzania - Need Help Identifying Stamp

As part of the ongoing cataloging of my collection came across the below cover and could not find a Catalogue (SG) reference for the stamp shown separately

Any help with a catalogue number for the stamp would be most appreciated

My view is that it may be one of those classified as being issued in excess of normal postal requirements and may not have a formal listing etc

The stamp is part of a set of 4 (10,20,60,80sh) commemorating the 1986 Royal Wedding. They exist in sheetlets of 4 stamps, S/S of one stamp, perforate and imperforate, progressive color proofs... some printer had fun with this one.

I'm not certain, but as far as I know, they were never officially issued, although they did come out onto the market. Because they were not officially released, I don't think they were valid for postage, and that is probably why it is sitting by its lonesome self at the other end of the envelope. Nice cover to have! I will leave it to someone else to confirm or correct the statements in this paragraph.

The Stanley Gibbons British Commonwealth catalogue confirms this. A note after the Endangered Animals issue says:
Four stamps, 10, 20, 60 and 80 s., with accompanying miniature sheets, were prepared in 1986 for the Wedding of the Duke of York, but these were not placed on sale in Tanzania.

Why do there appear to be bees on their heads? Is that an overprint?

Not an overprint, but actually part of the stamp design. In fact, the progressive color proofs indicate that the black part of the bees are printed first, and then remaining colors are printed.

Wedding hats? Wasn't this an attempt to make parliament more interesting? Judging by their faces, it doesn't look like it worked.
