I wish I had better news for you for your for your first post ... but this is just a silly modern fake of a stamp from Duttia State in India.

It's actually so bad, it's very hard to work out what stamp it's trying to imitate. It might be this



but this is a 4 Anna stamp, and yours is inscribed '½ Anna'. Sad to say, there are a lot of these going around.

Incidentally, the round blue mark is a control mark, not a cancellation. All Duttia stamps were supposed to be control marked in this way.
