I think is a cinderela from Ostende, Belgium; thus the bilingual French/Flemish text about sea bathing.

Monte Carlo I bet - see this text from wikipedia for example -

The Monte Carlo Casino is a gambling and entertainment complex located in Monte Carlo, Monaco. It includes a casino, the Grand Théâtre de Monte Carlo, and the office of Les Ballets de Monte Carlo.
The Monte Carlo Casino is owned and operated by the Société des bains de mer de Monaco, a public company in which the Monaco government and the ruling family have a majority interest. The company also owns the principal hotels, sports clubs, foodservice establishments, and nightclubs throughout Monaco. -????

I'm guessing Belgium -- the French/German language about a seaside resort, probably Oostende.

A mermaid stamp!

(Cursus had it correct above.)

Time to change the title to say something like
'Belgium Resort Cinderella Poster stamp Ostende Sea Baths'

English: Ostend, Sea baths
French : Ostende, Bains de mer
Dutch or German : Oostende, Zeebad or Zee baden
Spanish: Ostende, Banos de mar

Quote:
Oostende is a health resort with a maritime climate. Summers are moderately warm (average July temperature, 16.5°C), and winters are very mild (average January temperature, 3.5°C). Annual rainfall is approximately 780 mm. Treatments available for persons suffering from such ailments as functional nervous disorders, nontubercular respiratory diseases, and anemia are sea bathing (from July to mid-September), heated sea baths, and sand baths. The city has a hydropathic establishment, a wide sandy beach 15 km long, and a number of parks.
