I can't find this issue in Scott, but it appears to be a Czechoslovakian issue. I was able to find a webpage discussing the set (it's a series of three values) but it was in Czech. Does anyone know what it is?

It's Scott B127. Value is 20 cents mint or used in Scott 2007.
