The addressee on that embossed envelope (Glenn W. Dye) explains a lot. Here's an interesting article on some of his Naval Forgeries and toward the end of the article mention is made of his "Cadillac Post":

That is the only source I have wt1
the Scouting Link.
I know nothing else about them.

The Cadillac Local Post was established May 1953
at Daretown New Jersey.
