Austria newpaper stamp. 1867-76. There are several varieties. You'll have to get your magnifying glass out.

On closer inspection of your scan, you stamp appears to be a 1kr violet, type III from 1876. On type III the outer white circle around the head is open at the top, whereas it is closed on the other two types. SC# P9B.

No, this is probably the lowest value version of this stamp. 20c catalogue. In the condition yours is, maybe 5c.
