I've not seen these particular stamps before. I'm assuming they are Russian, but don't know what kind they are. Would appreciate any help and information.

Da. They are Russian revenues. Somebody with a revenue catalog or specialized Russian catalog will chime in...

They are indeed Russian general revenues from the last imperial set of 1907.

They were printed in sheets with alternate rows inverted so you can get head-to-head and tail-to-tail tête-bêche vertical pairs.
