Scott mentions imperforated stamp as 39a. Was there a stationary with the same design?

The paper on this one is thick and hard. It's definitely a stationary.

Here are two stamps



The cancellation on the second stamp is Hamburg Uhlenhorst
June 4, 1888.

1888 was the year there were 3 emperors. One died of old age, one fell of the horse and died, and the third one stayed in power....
A trick they teach one in school. Three 8's - three emperors.
