Thanks for the additional information. I don't do any overseas business with China so I was unfamiliar with the arrangements, but after doing a quick web search I did come up with this explanation on how it works:

My order was through Amazon so they must have a similar arrangement as ebay.

I was quite surprised by the speed in which the customer service mechanism responded to my complaint -- in a little under 3 hours.

The same day I received a stamp purchased on bidstart that had undisclosed defects and I still haven't gotten a response from that seller!

I got my 6 last week and I must say they have exceeded my expectations. But, I wasn't expecting much either. I paid about $2.00 US for each with free shipping via Amazon. I only have 2 complaints and that being they are real small and you must hold them very close to the eye, even closer than my 10x lope. I'm sure I'll loose a couple but at that price...

Ok,I just got the thing in the mail. Do I have to hold thing right up to the item I am trying to magnify? If I do that, I do not get even close to 45X.

I bought one of these yesterday but the one with the UV in there as well.

The reviews do mention that the magnification factor is bit exaggerated.
Has anyone tried to identify watermarks with the UV light?

I agree it does not seem too functional in changing magnification, and yes, you have to hold close to subject. For the price I guess it is okay. I do better with the biology lab tripod magnifier from my 1958 lab work in high school.
