My buddy got an odd stamp in his most recent purchase and we can't locate it in Scott's. Would someone please help to I.D. this? We thought it may be a Revenue stamp but unsure? Thank you for any information on it. We thought it may possibly be Brazilian if that helps at all? Thank you very much!

Can't help with catalog info but it is Brazil - Ceara is in the North on the coast. Its a revenue - welfare(?) or disability(?). Hope this helps.

It's a social insurance tax in Ceara (state in the north of Brazil). IPEC means "Instituto de Previdencia do Estado do Ceara" (Social Insurance Institute of Ceara State). It has a new name since 2007 (Instituto de Saude dos Servidores do Estado do Ceara - ISSEC). I hope it helps.
