My Scott catalog shows P19 as being imperforate. As you can see below mine has perfs on 3 sides. Why is it unlisted in Scott. If it was a private perforation - why only 3 sides? Does anybody have any information about this issue? Much thanks!

You are seeing a private perforation from the edge of the sheet; no reason to perforate the edge.
