#696 Liberty Perforations Don't Add Up

Hello
I have identified this stamp to be a 696. The problem I am running into is that the top perforations are a 12 instead of a 11 like the bottom. I am guessing this has something to do with being a pre cancel. any Ideas? I know the top is a mess but I have been able to gauge it

I think those hanging perforation chads may be throwing you off when you measure the top perfs.

I've copied and lined up the bottom perforations to the top perforations, and they appear to be identical.
