I think this may be North China 3L49 [$40 on 25c], overprinted in green according to Scott. However, the overprint appears to be more gray, or maybe gray green? Any help is appreciated.
I don't know what this is in Scott, but it is an overprint and surcharge for North China issued in 1949. However, it's the $1 on 25 cents. Gibbons also lists the overprint in grey: similar (minimal) value to the green overprint.
