Help W/ 1941german Stamp: Stadt Der Kultur - Duppau Cancel

I'm currently going through the collection trying to sort out and research interesting cancels. This one instantly stood out so I started with it. I couldn't believe how little information I could find on the town.

I will assume the stamp is pretty common, but if I'm mistaken please let me know. What I'm more interested in is the city "Duppau" cancel that is stamped on the front. I have tried to do bit of research but I have not come up with much. I would like to know what you could tell me about that city, and if that specific cancel is scarce as well, or just as common as the stamp that is is on. The information I have been able to come up with is below.

Alright, I'm at work right now and I only have this small picture I took of the entire page this stamp is on in the album, but I have cropped just the stamp in question to post here. At the end I've also included a large picture of the stamp from a foreign Wikipedia page.

I found the stamp listed here, but I don't know what any of this means...

Pardon me if I am wrong, but isn't WIEN German for Vienna ?

I know that this is an old dead thread. I am not an avid stamp collector but I do have a lot from Europe as my German grandmother was a big collector and passed her collection on to me when she passed.
I was doing some research on Duppau which is where my mother and her family grew up until they were displaced by the Russians and Czechs and forced to be refugees in WWII. I came across this thread and had to respond as it was exciting to see a cancel from my mother's home town. That is so cool.
