Tough one. Judging from the cross on the cancel, I'd guess Switzerland.

I didn't notice the cross, it is what is get for being blind in one eye and can't see out the other, maybe I should use my 3rd eye.

You can also see the Swiss arms on the pole that the lady is holding. The date is July 23rd 1900, although the month is expressed in Roman numbers (that is: "VII"). The postmark is the typical of the time in Switzerland.
