Army of the Northwest overprints are interesting if only because of the enormous number of forgeries that are offered for sale. With the advent of ebay, I notice that some new and dangerous examples are emerging.

I noticed one today - a clear overprint with the distinguishing dot very evident:





The dot is in the wrong place and all of the other distinguishing marks are missing, but it is an attractive piece and someone will bite.

The list price is $49, but they pay the postage - nice touch!

If others are interested, we can use this thread to evaluate other examples and expose forgeries.

This example is presently (12 Jun 2012) on ebay for $109. It does not pass Rosselevitch lines A and C and B is doubtful. D looks OK. Also it is missing the Ceresa criteria.






Not sure what the $109 is based on.

I believe the note in Scott that they were not issued is incorrect. They were probably all sold to dealers, but some may have been postally used. One dealer created post cards, franked with the surcharges, that offered them for sale. I sold one on ebay years ago and I still have one. Pskov was occupied territory so who knows what the postal rate, if any, might have been. Of course, the dealer may have used them as advertising cards and just handed them to potential buyers.

In any case the surcharges are authentic artifacts of a military event that is now almost 100 years in the past.

This post card is addressed to an individual in Pskov. The message offers the stamps for sale. It might have gone through the local mail or it may have been handed out as an advertising card.

This listing on ebay is interesting. The image is protected so I cannot examine it, but you can see that the period on the first line is missing.
