If you want free, Inkscape is the only way to go. Another one is Karbon14, but it's Linux only.

Ok, you can download the vector files at http://www.southpaw-design.com/BorderElements.zip

If you want to modify .eps files you will need a draw program like Adobe illustrator or Corel Draw. I'm sure there are open source programs as well.

But you really only need a program that can place the graphics. Either the .eps, .pdf or the jpegs. Position them then connect them with lines.

I place the graphics into InDesign to make my pages.
