I believe this is part of the postal envelope. It's something like an aerogram, but aerogram is a folding paper that you send, while this is an envelope with the "stamp" printed on it.

It appears to be the printed indicia from a Hong Kong Registered Letter envelope. It was printed on the flap. Check out pages 72-75 (below) for examples of a complete envelope:

These stamps evidence the central vignette moving when multiple scans are toggled.
Am I correct in saying they were therefore printed in a 2 pass method?
Thanks.

That's correct. The vignette was a separate print pass from the frame. If you look at other denominations in the set from the 20 cent, the vignette is printed in a different colour, illustrating that a 'second pass' was required.

I am not sure that corollory is correct in all cases, I am guessing in some cases (any country) the lower values of single colour, could be of one engraving, print.

Perhaps in the British "Key Plate" series, your corollory may be correct.

The Robson Lowe Asia book says that all values of the set this comes from were printed from head and duty plates (both watermarks). There are single color values with a slightly different shade between head and frame. It's usually seen and most noticeable in the 2c green. Sorry, I looked to see if I saved one, but found none for show and tell.

I'll keep that in mind, the only 2c (used) I have, was not helpful.
