The latest Scott I have for Peru is 2002. The price probably has not changed much in 2012.
20c sobre 50c *RARE* Scott: RA56 - PT18 Mint .50 Used .50
20c sobre 1s *RARE* Scott: RA57 - PT18 Mint .50 Used .50
20c sobre 3c *RARE?* Scott: RA58 - PT14 Mint .20 Used .20
I do not know why they are considered *RARE*. Usually Latin America Postal Tax stamps are plentiful. The low Scott value seems to substantiates this.

Maybe the word Scarce would be better than Rare.
I have seen a few of these in the collection of a friend who specializes in Peru.

As I have stated in postings here in the past, the word "RARE" is used too often and loosely.

I think the term "RARE" is used predominantly by sellers hoping to entice unwitting buyers to purchase their overpriced products. |

Judging from Jerry B's post, they also appear to be INEXPENSIVE.  I'm not sure how their being MINT contributes to your good luck but I guess all things are possible. If you don't mind my asking, did the individual who gave you notice that the stamps were VERY RARE give you some indication of their value? |

They do seem to be very scarce on the Internet. I cannot find one seller on ebay or Delcampe that has at least RA56-RA57 for sale. |
