Russian ? Health Cinderella Stamp

This is my first post here, so I am posting my least recognisable stamp. I think that it's a cinderella, at least I can't find it in any of my catalogues, and it looks like Cyrillic, so I imagine it's Russian, Polish, Bulgarian, some such Eastern European country.
I tried googling a translator, and one of the words overhead seemed to translate as "health", which ties in with the picture, which appears to show a hospital bed and patient.
Does anyone know what this stamp/label is and where it comes from?

As a starting point it is Bulgarian, and apparently issued by a government ministry involved in national health.

Hi, This is a Bulgarian obligatory tax stamp from 1945. It was required for use on certain documents on particular days (so very similar to obligatory postal tax stamps) to raise funds for welfare.

Thanks very much for the answer.
It's nice to pin down the date as well.
Apart from the country involved, I had an idea it was going to be a tax stamp for health and welfare purposes.
