I Could not find this anywhere in Scott Catalogs so I need to look for outside opinions.

Design (eagle) and currency (Groszy) led me to assume Poland. The date 1915 is on both which is too early for official issues since they seem to begin in 1919 following WWI. Both stamps have the initial K.O.M.W. which I have not been able to find. The postmark, which looks very regular on both like a "favor" cancel of some sort, repeats the initials with an addition, K.O.M.SL.W. At the bottom of the cancel are the words Poczta Miejska which an internet translation program tells me mean Municipal Mail.

Anyone fill me in on who issued these and where they were used?

The history of the Warsaw Town Post can be found in the Stamp Encyclopaedia Poland.

http://www.stampspoland.nl/index.html

From the Main menu (LHS) go to Town Post 1914-1918, then chose Warszawa; then you can work your way through all the stamps.

K.O.M.W. (Komitet Obywatelski miasta stolecznego Warszawy) = Citizens Committee of the capital Warsaw.

Thank you to both of you for the suggested links. The second has exactly the information I was looking for and the first seems to be an extremely useful general listing that I have not encountered before.

Indeed. Why not?

Actually, I did try the search function but did not know enough to use "Warsaw" as a key word. Just "Poland" and then when I saw all the hits, decided that a question would be faster and easier than scrolling through.

:)

Guilty of that too, Sire!

..and how often do I hit the "enter" button
before changing the search to Title only,
and it spends minutes searching all threads :(
