The precancel was applied to a Scott #409. Scott 2012 doesn't give values for precancelled stamps, but the value for #409 is 20 cents.

For worldwide stamps, Scott normally will only give a price for a pre-cancelled stamp if the stamp was ONLY issued pre-cancelled. So there are a few Belgian precancels that are listed/priced. Your stamp is not one of them, as it was issued with and without pre-cancels.

As far as I'm aware SG and Scott only list Belgian precancels where the precancel includes a surcharge, i.e. where it changes the value of the original stamp.

I don't know anything about rules used in SG. But yes, the Belgian precancels listed in Scott all have surcharges. Those surcharges exist only with the precancels. So you can either say the horse is in front of the cart, or the cart is behind the horse.

For worldwide stamps in Scott, what I mentioned about stamps only issued precanceled is the general rule of thumb. For example, this is why you will see some French precancels listed in the Scott catalog even though they are not surcharged.
