I was fortunate to come across these two cards at our local show yesterday. What is interesting to note is that both cards shown here are from 1979.

Apparently the Belgian government allowed mail of scientific value to go into main stream mail at half the postal rate at the time. This is evident with the marking at the top reading "SCIENTIFIQUE / A 1/2 TARIF".

The first meter is Pitney-Bowes type F2. The card with the half tarif marking is a "Francotyp type C8.

Note as well on the first card that where the address is the receiver can remove the address portion because it is 'die-cut' for separation. I saw another one of these cards in the dealer's box and had first thought that someone just cut out the address. When I got home, I notice that this was removed as a result of the die cuts.
