The bottom one is a Tuberculosis Charity Stamp (i.e. similar to Christmas Seals). The organization OPAT refers to "Organizacion Panamenta Anti-Tuberculosa (Anti-Tuberculosis Society of Panama) and is obviously from the country of Panama.
I would say that the first one, stands for Liga Antituberculosa Colombiana (Colombian Anti Tuberculosis Association) and the drawing is from the Colombian artist Antonio Botero, known for his "fatty" people and animals.
Also found these in my auction haul. Don't see them in the Scott's catalogue. Can I assume they are Mexican Tuberculosis Charity Stamps, similar to those above?
Three successive years 1970-71, 1971-72 and 1972-72.
This has lain unidentified for 7 years, dashed if I can find any information. Anyone?
