I believe it's from GB, 1971. Check out this earlier thread:

Horamkhet's stamp is no longer showing, but it appears to be the earlier non-decimal issue. Read Londonbus's comment further down, which includes the decimal issues, of which yours is one.

It was not a postal replacement, just a priate issue. The reason does not matter - it is not an official issue.
But as a priate issue it is still collectible.
