Regarding the top stamp, here is what nigelc had to say about a similar example last week:

It's a cut-out from a postal stationery item from the Berlin company "Berliner Packetfahrt Gesellschaft".
The text around the value reads "Neue Berl. Omnibus u. Packetfahrt Actien-Ges." which was the company name at the time, i.e. "Neue Berliner Omnibus- und Packetfahrt-Actien-Gesellschaft".
I suspect this description applies to yours, too.
