Am I the only one raising an eyebrow over this report?

http://postalmag.com/blog/?p=388If asked, I suspect the USPS will justify the overtime by suggesting that staff reductions have required it ... but if mail services have decreased as the USPS keeps pointing out, does that mean they have cut too many people from the payroll and overtime is now the norm? It seems to me the idea of hiring a regular staff person is almost always cheaper than paying out all of this overtime.
