The 2nd stamp is from Bulgaria. It is listed in the Stanley Gibbons catalogue as SG654 (1947). It says Sofia national theatre across the top.

The 1st stamp is a postage due stamp from Montenegro. It is listed in the Stanley Gibbons catalogue as SG D121 (1905).

the Montenegro stamp has what is referred to as the "Constitution overprint", marking the new Constitution for the country. the overprinted stamps can become a dizzying nightmare if one wants to really delve into them. besides the countless varieties of shifted overprints, there are typos galore! Constitutton ("t" instead of "i"), Coustitution (inverted "n"), and at least one more that has escaped my memory for the moment. then there are at least 2 different fonts used for overprint.
