Just received these in the mail today.
In 1918, the German Tenth Army was occupying the area of the Eastern Front around Poland and Belorussia (modern Belarus). As was always the case with occupations, the Germans had to decide how to replace the local postal system.
On 19 July 1918, the decision was made by the Commanding Officer, General der Infanterie Erich von Falkenhayn, to create local postage for use by civilians in the area occupied by Tenth Army. This postage was not for use by military personnel, as they had access to the free Feldpost system.
Two stamps were primarily used. A third stamp, an overprint, came into use later but is rarely seen.
The stamps are simple white paper with a 14mm-wide control mark. The 30 Pf value was for postcards sent within the occupied area, and the 60 Pf was for letters sent within the same.
