Good afternoon all, I was wondering would this stamp be considered used.. I dont see any other marks other than the state stamp.

Yes, that is used... It's called a precancel, I think they made them so that large businesses didn't have to have each and every stamp on their packages canceled, they could just add that and they'd be ready to go.

That has the potential to be a fairly scarce item, but I don't have the catalog to look it up. Odd denomination, small town.

this is not a scarce one - precancel CV is 0.15
the denomination is a little better than usual
