It is ROMANIA across the top arc
Coat of Arms centre
Lower arc I can only read TIMBRU S.....
So I think you are correct

The Romaniastamps dot com has the value each side (eg "10 leu")
(Differing revenue)

My side are missing the embossing there.
(Perhaps I can see a faint "B" left bottom arc for "Bani" or "B50")

That is the year I had guessed, going on "Peace" anniversaries in the general Postal franking catalogue, but had no confirmation literature.
