This stamp has the "toughra" device so likely to be a Turkish or Egyptian revenue. Neither possibility in Scott or Gibbons.

I can't tell if it's Ottoman Empire or modern Turkey. My best guess is modern Turkey.

According to Forbin, the general design first appeared in 1891. This value (1 piastre) in violet first appeared in 1900, and then again in 1909 with the Toughra of Rechad. [edit: They are Forbin Turkey Droits Fixes #9 and #23, respectively.]

Both were listed at low values in 1915 (which may or may not have much relevance nearly 100 years on).
