US 1921 registered cover with a German Austria distress relief stamp at the back with some German writings. Would be glad if anyone is able to translate.Opinions and inputs appreciated.Thanks.

I'm surprised the letter didn't arrive Postage Due; 5c covers only the Transatlantic postage, there's nothing for the registration fee. On first glance, it appears a stamp might have been removed along the southeast edge of the printed 2c indicia.

The use of censor tape in 1921 doesn't make sense to me. I can't make out the words on the German violet hand stamp.
