This was posted by Mercer Bristow on VSC:

ebay listing 110983182509 is selling Mexico, Scott No. C74 with an APS certificate #68412, issued on April 15, 1996 stating it's a genuine Earhart overprint and that APS guarantees the opinion. The certificate shown is bogus. APEX #68412 was issued on April 18, 1989 shown in the ebay listing but with an opinion that the overprint is forged. Also, the APEX guarantee did not begin until 2006. The seller "papazoglubrasileiro" is located in Brazil. Thanks to Stephen Cary for pointing this out to me.

It wouldn't suprise me if the seller had no idea that the certificate had been forged.
