I forgot to mention, your stamp is a reprint, not an original. The original was issued 8Oct1949 (according to Yang; I believe the issue date of 12Sep1949 in the Scott catalog is in error?).
Thanks a lot khj, indeed I found it under CHINE du NORD-EST. Y&T #108. And there are 3 columns, so there are reprints too. Yvert mentions not the exact date, just year of isseue (1949)
