My research into provisionals has shown me that they are quite the mess. There are tons of fakes, and there are real ones printed out on dot matrix printers. Heck, if you stuck it on an envelope, they would just cancel it and send it. There are covers that use postage from other soviet republics and even places as far away from Ukraine as Iran and Iraq.
