US Card With Grant And A Striking Red Washington Stamp..

The sender or someone else had put a handwritten note on the right side of the cover as very valuable. Not sure if he was trying to pull someone's leg or it is the truth. Despite that I notice that the A 139 2 cents red Washington has a very unique color a very striking and glaring red.Tried comparing with my other A 139's which are not too many and none are close to this striking red.Unfortunately the year is not very clear except that the 19 is quite obvious at the bottom of the Grant stamp.Any opinions and inputs will be much appreciated. Thanks.

I tried in vain to find international airmail rates for postal cards in the Specialized, but did find the first 13c (for that purpose) was #UXC8, issued September 8, 1967. The next such card was the 15c #UXC11 of June 10, 1971. Those first day issue dates do not necessarily correspond to the exact beginning and end of rate(s), however.
