As a seller the 2nd chance buyer option comes up most times by ebay for me to offer the same item to the bidder that came 2nd.

I will never use this option for many reasons even though we have a lot of the same items eg M/S, S/S for example or 30 Aust KGV 1d reds etc.

It is not fair to the winner who payed full price for the item to sell the same item to someone else for a cheaper price in the same auction. How would you feel if I sold you an item for $15 and then sold someone else in the same auction the item for $11.50 Bet it would be the last time I saw you as a bidder. I wonder what feedback you would give me. That is if you found out before you gave feedback.

I sold an item a few weeks ago for $113 the winner didn't pay so I used 2nd chance and got $111 I'd have to be crazy to pass that up.

2nd chance works for me.

I have on a few occasions gave second chance offers. Just like Aussie Al the winning bidder backed out of the deal and refused to pay, so I offered it to the next in line. I have done this about 4 times and only once was the offer taken up.
Nothing wrong with doing it if its the item that was listed. I do have a problem if I was offered a second chance and when I receive the item its not the same one that was in the auction.

I have been selling on ebay for 13 years. The bottom line is Are happy with the price you paid and the product you recieved?

The second chance offer would have used the same scan as the original.

Ask the seller if it the same item or similar, if similar then ask for a scan,

Actually it is not the bottom line. When considering I might have been the only real bidder and the other bidder might have been the seller himself, I might have paid $9 more than if I was the only bidder (Which I suspect). So it's not a matter of if I'm happy with what I paid for the product since I'll never know if I could have won it for $9 Cheaper.

Is it safe to assume that you refused the seller's offer?

I've never been in this situation but I imagine that if I was and felt strongly that the bid had been fraudulently run up I'd make my feelings known to the seller and would likely reject the offer.

Then again, if it was a stamp that I really wanted it would be a tough decision.

The seller did agree to give it to me at my highest Bid price which is fine with me as it was under $10. The tough one here is knowing whether or not the auction was legitimate, so I felt it best to give the benefit of the doubt. Plus I needed the Coil pair as OI'm in the process of completing my 490-497 Coils.

Besides all the caution on a second offer I would not pay more than the bidder below you. For example you bid a max of $10 and the one you beat bid only $5. Your max bid was beat by someone over your $10 bid but your second chance offer should only be $5.25 not your max $10 offer. This is the correct way for second chance offers.

The rules for a 2nd chance offer are established by ebay, they determine the offer price, one increment below what the winner paid. The seller/buyer can't establish another price. That would be in violation of ebay policy.
