It is a commemorative cancel (Japanese equivalent to a first day cancel) on Sc#208 2nd Census on the Japanese Empire. The cancel ties the 1-1/2 Sen Violet SC#208;
Basically cancel is 5 Showa (1930) September 25 commemorating the Second Census on the Japanese Empire. The value of the stamp and cancel is dependent on whether or not the card the cancel and stamp are tied to is an "Official Commemorative" card.

If you collect this area you may wish to buy a copy of "Nihon Kinen-Ehagaki So-Zuhan" (Checklist of Japanese Commemorative Picture Post Cards (and cancels) by Kenzo Shimada published by the Japan Philatelic Foundation, Tokyo, Japan.

hi,yes its on a commmerorative postcard dated 1st october 1930 with a census map,and the tied stamp to the front,dont suppose you have a cv for it?

My catalog is a bit out-of-date, pricing wise. I suggest posting both sides of the card so that it can be properly identified.
