...they were taking liberties with Scott catalog numbers. There is no Bulgaria #127a. Even if Scott listed the 1 lev stamp, the editors would not assign it that catalog number.
In the older thread, Nigel is correct in pointing out that Scott does mention and price the stamp as a footnote.
