The many Eastern Europe stamps that appear to be CTO (gum intact with partial cancel)- are they valued as Used in the Scott catalogue or new or something else?

In Scott, CTOs are considered used. Unless otherwise stated, Scott makes no distinction between CTO or postally used stamps.

Michel, on the other hand, does make the distinction on certain stamps from East Germany (DDR) - listing prices for both CTO and postally used - but not all. I'm not familiar with Stanley Gibbons or Yvert catalogues, but am curious if they separate the two.

For Yvert, CTO and used, are the same. I'm not sure for SG.

In a number of my Stanley Gibbons catalogues they state in the guidance notes that....

"Used stamps
The used prices are normally for stamps postally used but may be for stamps cancelled to order where this practice exists."

So I take it from this that they regard them as used stamps.
