The catalog for these is called the Brandom catalog of tobacco taxpaid stamps of Canada and Newfoundland. This appears to be cat number M-145. Cat $4 at the time, but the catalog is pretty old at this point, 1976.

Thanks Revcollector- The seller states the Brandom reference but not value . Its unique in that I have never seen it before but not sure if I want to step up to what he wants. I fear the revenue catalog is probably miles off potential value as I'm sure you need sales info to update which isn't likely all that availiable. Like I said its not something I look for but she is nice.

Looks like a sealing label for a box of cigars. You'd have to soak your box of cigars to get it off in one piece...

I agree it appears to be a Brandom M-145. Therefore, you might be interested in checking out Lot 333 from this 2009 Eric Jackson Auction for the item. referenced to have been a mint, corner margin single, which realized $15.50:

If Revcollector's 1976 catalog had it listed at $4, the auction price of $15.50 some 33 years later does not seem that far out of line.

That seems to be a realistic 30 year increase - A far cry from the asking of $55. Glad I have you guys or would have jumped without seeing the depth. Still a nice looking item but there are many others holes I'd prefer to fill.
