There were no "first Flights" that date and no "Zepp" connection; and there are no first day of issue connections on the 4th Bureau Issues or the Postal Stationary. I don't see anything else.

It was addressed to a home in wartime Germany though if that helps? Spies maybe?

Maybe the contents were valuable and have gone missing?
The address should include the eszett in place of the "b" in "Deichstraße"

It's 1931 so it's pre-war. It is a nice clean cover for an uprated air post postal envelope. Postmarks are easy to read. It would sell for a few bucks or more if listed.

The total franking is 10c. Is this the correct postage?

I agree with Battlestamps ... this is a nice, clean cover.
