Italy Sc1421 Color Missing Or Different Printing Process??

Putting dups in stock book to auction off and this jumped out. Looks to me like the right hand stamp is missing the black but also notice that it is quite blurry even on the solid outer text. The left looks sharp and outlined with what I believe is missing from the left hand stamp but wondering if 2 different printing methods may have been used. Left could be mis registered as well as missing color I guess.

Another case of past collector mis ID'ing. Can only imagine the mistakes in collections floatin around both good and bad. Actually can't imagine even attempting without the internet never mind just black and white catalogs.
